removed by grading and additional fill was placed to eliminate <br /> depressions. Continued heavy rain storms however, resulted in <br /> access problems over the Group 1 waste trenches and continued <br /> attempts to remove the water was resulting in damage to trench <br /> caps. Due to this condition we were unable to control a minor <br /> area of ponded water on the eastern margin of trench #1. Since <br /> the rains have stopped, this water has been removed and all group <br /> 1 waste trenches are being graded to drain. <br /> #8 "Storage and movement of heavy equipment on the clay caps <br /> have empaired their integrity and decreased their thickness" <br /> RESPONSE <br /> We are confused by this comment because no measurement of <br /> the clay caps have been conducted and there is no evidence that <br /> their thickness or integrity has been impaired. However, if the <br /> staff of Regional Water Quality Control Board wishes, we will <br /> move the equipment to another location. <br /> #9 "Although the presence of leachate in the trench collec- <br /> tion system was reported the discharger failed to analyze it and <br /> submit the required results in his quarterly self-monitoring <br /> reports" . <br /> -8- <br />
