RESPONSE
We assume that this comment refers to leachate which was
removed from trench #2 in 1979 and 1980. If this is the case,
our failure to perform analysis was an error. We would point out
however, that during similar transfers of waste from trench #3
during 1982 the required analysis were made and submitted to the
Regional Board with our quarterly monitoring report dated April
12, 1982 . It would be very helpful under the circumstances, if
staff of the Regional Water Quality Control Board had told us in
1979 to perform the analysis after they detected this omission in
our monitoring report rather than wait until May 1982 to identify
this action as a violation.
#10 "The lack of water in seven of the monitoring wells
indicate that the monitoring network needs to be updated" .
RESPONSE
Again, it appears that the staff of the Regional Board has a
misunderstanding with regard to the monitoring wells on the site
and their use.
Monitoring wells one through three were initially installed
to monitor the groundwater quality beneath and adjacent to the
Group 1 disposal trenches. monitoring wells one, two and three
ultimately silted in and ground water samples could no longer be
-9-
