From this description of monitoring activity at the site, we <br /> fail to see what has led the staff of the Regional Water Quality <br /> Control Board to believe that the monitoring network needs to be <br /> updated. <br /> #11 "The leachate collection drains cut in the trench liners <br /> may have decreased their effective thickness" . <br /> RESPONSE <br /> Again, this comment appears to reflect some misunderstanding. <br /> The designs for all Group 1 disposal trenches were submitted <br /> prior to ever accepting any Group 1 waste at this site. These <br /> designs were reviewed by the State Water Resources Control Board, <br /> the Department of Health Services and Regional Water Quality <br /> Control Board #5. The designs were approved and all Group 1 <br /> waste trenches have subsequently been inspected by staff of these <br /> agencies. on each occasion when a new trench was constructed, <br /> the design drawings were submitted to the RWQCB and on no occasion, <br /> were comments received which suggested that trench liners may <br /> have decreased effectiveness. Prior to the use of any Group 1 <br /> disposal trench, all regulatory agencies with jurisdiction were <br /> notified and trench inspections were made. The trench designs <br /> have always been considered adequate and there is no substanti- <br /> ation for the current allegation that the collection drains may <br /> decrease the effective behavior of the trench liners. Note, <br /> also, that it is merely an allegation - it consistently uses the <br /> word "may" . <br />
