The records seem to indicate that these leachates <br /> bathed the Grade I toxic waste for a matter of months. Substantial <br /> quantities appear to have seeped into the groundwater system <br /> either through the bottom of the Grade I trenches or through the <br /> leaky ponds. Because of the failure of Forward, Inc. to report <br /> according to the Regional Board' s requirements we do not know the <br /> extent of this damage. " <br /> RESPONSE <br /> Forward, Inc. has reported to the Regional Water Quality <br /> Control Board every instance where leachates were recorded in the <br /> leachate collection sumps of the Group 1 disposal trenches. <br /> There is absolutely no substantiation for the allegation that <br /> quantities of leachate appear to have seeped into the groundwater <br /> system. Neither is there evidence in our groundwater analysis <br /> reports to support this statement. There is no evidence that any <br /> waste has ever seeped from the evaporation ponds system. In fact <br /> the monitoring wells placed west of the evaporation ponds, in <br /> accordance with the requirements established by state regulatory <br /> agencies, indicate no migration has occured. Leachates removed <br /> from Group 1 disposal trench #3 during January and February 1982, <br /> were reported to the Regional Water Quality Control Board and the <br /> -3- <br />
