HONORABLE RICHARD YOSHIKAWA May 11, 1982 Page Two <br /> Accordingly, Forward, Inc. wishes to offer the following <br /> proposal : We suggest that an independent third party <br /> technical expert be appointed by the County for the purpose <br /> of evaluating the site and its operations to determine if, <br /> in accordance with the appropriate regulations and laws, it <br /> constitutes an imminent hazard to the general public and to <br /> recommend corrections or changes in site operation if <br /> necessary. We would anticipate a consulting firm which could <br /> bring to the effort expertise in the several disciplines <br /> involved in the site operation. <br /> Forward, Inc. suggests that the expert or firm be <br /> responsible to the County, but that the person appointed be <br /> one acceptable to the Farm Bureau, Forward, Inc. , and the <br /> County. <br /> Forward, Inc. is prepared to pay a fair share (or, <br /> indeed all, if necessary, since it is imperative that this <br /> matter be laid to rest once and for all) of the cost of such <br /> an independent expert. <br /> If this can be done, we would also suggest that the <br /> continued testimony scheduled for May 13, 1982 be cancelled. <br /> Although we are regretful that we did not get the opportunity <br /> to present our side, it frankly seems an exercise in futility, <br /> since it is apparent that no matter what is said, it will <br /> not be acceptable to the Farm Bureau, and will not therefore <br /> resolve the matter. We are also sympathetic to the fact <br /> that you are confronted with the consideration of some highly <br /> technical issues. <br /> Appointment of an independent third-party expert, res- <br /> ponsible to the County, would aid the Board in its evaluation <br /> more than anything else presented by the parties. <br /> Will you please advise whether this is acceptable? <br /> Ve,ty ruly yours, <br /> JOHN W.
