STAFF REPORT <br /> FORWARD, I`NC. CLASS II-1 DISPOSAL SITE <br /> SAN JOAQUIN COUNTY <br /> Facility Settina <br /> Forward, Inc. operates a Class 11-1 waste disposal facility on Austin Road, <br /> seven miles southeast of Stockton (see Attachment 1 ) . The South Fork, of <br /> Littlejohns Creek traverses the southern portion of the 157 acre site. Semi- <br /> confined major ground water supplies, used for domestic and agricultural <br /> purposes , lie below 178 feet. Discontinuous zones of perched ground water are <br /> reported between depths of 55 and 60 feet. Land within 1 ,000 feet of the site <br /> is used for agriculture. <br /> Only the northeast corner of the site is currently developed for waste dis- <br /> posal . Existing operations consist of a Group 2 landfill area, a series of <br /> five solar evaporation ponds, and four Group I disposal trenches (see Attach- <br /> ment 2) . Over 95% of the Group I solid k,,laste disposed of to date has been <br /> residue from barium and strontium processing at FMC, Modesto. Other Group I <br /> solids disposed of in Trenches 1 , 2 and 3 include contaminated earth materials <br /> from site and spill cleanup operations. Trenches I and 2 are full and capped <br /> and Trench 3 is over 80% full . Construction of Trench 4 is not yet complete. <br /> The trenches have floor liners and leachate collection systems. <br /> To date, the ponds have received drilling muds and brines and leachate from <br /> the trenches for evaporative volume reduction. <br /> In response to tightening regulatory controls , including Governor Brown's <br /> executive order to phase out land disposal of certain hazardous wastes, Forward <br /> has proposed to shift their emphasis in future operations from disposal to <br /> resource recovery and waste treatment. Reusable materials will be recovered <br /> from, Group 1 wastes and residues will be treated or disposed of in an environ- <br /> mentally sound manner. <br /> Interim Discharge Specifications <br /> Forward's waste discharge requirements permit the disposal of Group 2, Group 3, <br /> and certain borderline Group 1 wastes including pesticide container wash water <br /> and other "selected materials approved by the Executive Officer. " Requirements <br /> wording resulted in frequent requests of staff for determinations of whether <br /> wastes may be accepted for disposal at the site. <br /> Staff has recently developed a set of Interim Discharge Specifications to allow <br /> the site operator to make these determinations in a consistent manner (see <br /> Attachment 3) . The Specifications define acceptable "borderline" Group 1 <br /> wastes by limiting the concentrations of hazardous constituents container] in <br /> the wastes. <br /> Also included in the Interim Specifications are operational criteria to protect <br /> site integrity, to prevent the formation of leachate, and to alert staff when <br />
