Staff Report <br /> Forward, Inc. (continued) -2- <br /> wastes containing new hazardous constituents or large shipments of wastes are <br /> being considered' for disposal . I'llionitoring is required for, all hazardous <br /> constituents disposed of at the Forward site. <br /> The intention of staff is to test the workability of the Interim Specifications <br /> and elicit comments from other state agencies and regions before including <br /> them or their modifications in revised waste discharge requirements for Forward. <br /> The Dept. of Health Services has made an initial review and found no major <br /> problems with the Specifications. <br /> Current Problems <br /> Regional and State Board staff conducted a site inspection on 25 February and <br /> found various operations problems and minor violations of requirements. The <br /> main items of concern were the trench and evaporation pond constructions and the <br /> design of the monitoring well system. A subsequent meeting was held with <br /> Forward's consultant, during which time he agreed to work with our staff to <br /> resolve these problems promptly. <br /> In report dated 30 April , representatives of the Farm Bureau listed several, <br /> concerns regarding the subject site. The report indicated that the trenches <br /> and evaporation ponds were leaky, according to calculations made by the Farm <br /> Bureau 's consultant. In an at-tempt to alleviate these concerns, our staff is <br /> currently evaluating similar calculations provided by Forward's consultant. <br /> Within the next two months, the clay liners of two ponds will be inspected, <br /> and several new monitoring wells will be added to the present system to check <br /> for any leakage from the ponds. <br /> Because of expressed concerns of the Farm Bureau, the San Joaquin County <br /> Board of Supervisors held public hearings recently about operations at the <br /> subject site. Both Regional Board and DOHS, Hazardous tJfaste Management <br /> Branch staff stated we saw no major viola-Lions of our respective requirements <br /> and permits for Forward, Inc. However, the Supervisors decided to contract <br /> with a consultant who can evaluate the Situation. <br /> Summary of RtgLjorlal Board Act-ions <br /> -Noted operational problems and violations are presently being corrected. <br /> -Interim Discharge Specifications are now in effect. <br /> -The monitoring network is being improved. <br /> -Solar evaporation pond #5 has been conditionally approved. <br /> -Staff is evaluating the mass balance calculations for the evaporation ponds <br /> to determine whether a pollution problem exists. <br /> .-Two ponds are being cleaned out and the dried muds will be disposed of in <br /> their trenches. In addition, the liner materials and the underlying soils <br /> will be inspected and sampled to determine whether leakage has occurred, <br />
