Forward, Inc. 23 April 1932
[This is an additional protection for materials which may not be
covered under specifications I.E.8. , I .E.9, , I .E. 11. , i.E.12. , NO. ,
and III.B.]
D. Materials which are reactive or water-reactive as defined in the CAMI.
[These materials could impair the integrity of liners or caps or could
cause the formation of other hazardous constituents of which we, are
unaware. Included under this specification are concerns other than
incompatability, such as cheoical instability or explosivity. Land
disposal of reactive and water reactive wastes is prohibited by the US
EPA and the State DOHS.]
E. Wastes for which the hazardous constituents are not being specifically
monitored in the then current ground water and leachate monitoring
program.
[This insures that all hazardous constituents cannot leave the site
undetected . The operator may accept wastes with new hazardous consti-
tuents provided that these constituents are immViately added to the
monitoring program. We expect that the costs of !-iiultiple analyses on
a quarterly basis will be the major limitation to the number of
hazardous constituents discharged at the site.]
III. The Discharger shall comply with the following additional provisions.
[These are operational specifications which may translate into prohibition
of waste discharge under certain circumstances.]
