Forward, Inc. 23 April 1982
A. Approved materials shall be placed cmily in that portion of the site,
either the landfill or the treatment and evaporation pands, which is
suitable for their disposal .
[This specification alerts the site operator that many of the other
specifications will restrict where materials are discharged at the
site.]
B. Wastes shall not be placed with other materials with which they are
incompatible® Incompatible substances are those which, when commin-
gled, react to result in an explosion, violent chemical reaction,
fire, extreme heat, or formation of a toxic substance.
[These waste combinations could cause the impairment of liners or caps
or cause the formation of hazardous constituents of which ,are are
unaware. The US EPA and the State DOHS hve prohiiiited
disposals to land . Discharge of a waste shipment at the site would be
prohibited under- this specification if no appropriate location exists
where only compatible materials are present.]
C. Wastes shall be accepted only for which the generator has provided the
operator with written assm7nce that the waste manifest adequately
describes all toxic or hazardous constituents that could reasonably be
expected to occur in the waste.
[This should prevent the discharge of hazardous constituents unknown
to the site operator and thereby unknown to us.]
D. The operator shall inform the Board staff in writing before accepting:
1. An amount of waste greater than 100 cu!)ic yards from a single
generator either as a single shipment or as miultiple shipments .
