HMTI - HAZARDOUS MATERIALS TREATMENT, INCORPORATED <br /> The following Business Development Plan is proposed to <br /> design, permit, construct, and operate a 15 , 000 GPD <br /> Hazardous Waste Treatment Facility the existing Forward, <br /> Inc. , Class II-I site on Austin Road in San Joaquin County <br /> by March 1983. This facility will detoxify cyanide wastes , <br /> recover heavy metals from electroplating wastes , neutralize <br /> strong acids and alkaline waste materials, and provide waste <br /> residual management using solar evaporation and landfarming <br /> techniques. <br /> PHASE I BUSINESS PLANNING AND DEVELOPMENT (MAY 1982) <br /> A. Upgrade existing Resource Recovery Facility <br /> at Forward, Inc. , site. <br /> 1) Repair existing building and remove <br /> cardboard and lumber. <br /> 2) Regrade existing roadways and <br /> provide gravel cover. <br /> 3) Upgrade landscaping. <br /> 4) Photograph facility for presentation. <br /> B. Prepare Business Plan <br /> 1) Obtain site operating costs, <br /> i.e. , labor, construction costs . <br /> 2) Prepare waste residual management site <br /> development costs ( 30 acres ) . <br /> 3) Determine treatment equipment and <br /> storage tank blueprints and costs . <br /> 4) Determine laboratory/office building. <br /> 5) Calculate chemical operating costs , <br /> utilities , labor , etc. <br /> 6) Legal fees for incorporation of HMTI. <br />
