February 15, 1983 • • <br /> Project 116-1.4 <br /> 2 <br /> 3. No comment. <br /> 4. We have explained in other communications to your department that <br /> the required drainage provisions were being completed when heavy <br /> winter rains forced us to discontinue field work. It is impossible <br /> to comply with the drainage mitigation work by February 16, 1983 <br /> as required in your memorandum. Since the onset of heavy winter <br /> rains however, we have obtained a pump and all areas containing <br /> ponded surface water are pumped off the trench caps immediately <br /> following each rainstorm. We intend to continue this procedure <br /> until dry weather permits equipment access to complete grading and <br /> drainage work. <br /> 5. No comment. <br /> 6. No comment. <br /> 7. The uncovered waste referred to in this item has been moved to a <br /> large embankment enclosure over the north end of Group 1 Disposal <br /> Trench #2. Also, Trench #3 which contained the cited leachate was <br /> pumped toremove the fluid into the same embankment enclosure. <br /> Trench #3 was subsequently closed and the required trench cap was <br /> placed. Since that time the Regional Water Quality Control Board <br /> has prohibited accepting further shipments of FMC waste. The <br /> leachate in the embankment enclosure has been analyzed and the results <br /> were reported to your department with our 4th Quarter Monitoring <br /> Report. In this report we requested permission to remove the leachates <br /> into the evaporation pond system. Further work in this area will <br /> be impossible until site soils have dried and we can prepare a <br /> final disposal area for the stored FMC waste. <br /> 8. We have discussed this correction above, in Item #7 and in our <br /> opinion the violation cited has been corrected. <br /> 9. No comment. <br /> As indicated above, we will not be able to. resolve all of the items in your <br /> most recent communication by the February-16, 1983 deadline. The final <br /> solution to these issues however, will not be difficult to bring to final <br /> mitigation as soon as weather conditions improve. <br /> Construction specifications, soil test results and construction drawings <br /> for Trench #4 have been submitted to your office under separate cover on <br /> this date. The letter report dealing with these items also discusses proposed <br /> monitoring well construction details and interim alternatives for again <br /> accepting FMC waste material. We have also been working with FMC to resolve <br /> the issues relating to the January 26, 1983 requirement for synthetic liners <br /> and the ultimate E.P.A. classification of the FMC waste.
