Beta c.. 4ssociates <br /> Consultants in Waste Management,Environmental Control and the Geotechnical Sciences <br /> February 15, 1983 <br /> Project 116-1.4 <br /> State of California <br /> Regional Water Quality Control Board <br /> Central Valley Region <br /> 3201 "S" Street <br /> Sacramento, California 95816 <br /> Attention: Mr. Robert Fujii, Area Engineer <br /> Subject: Design Details, Group 1 Landfill <br /> Trench #4; Solar Evaporation Pond Liner; General Comments; <br /> Forward, Inc. , San Joaquin County, California <br /> Gentlemen: <br /> Persuant to your request, we are submitting the following description and <br /> sketches to illustrate design criteria and soil test results in the subject <br /> s <br /> disposal and monitoring facilities. <br /> Also, in our last meeting with members of your staff, we agreed to submit <br /> comments on the following issues: <br /> - FMC waste in storage adjacent to Trench #3. <br /> As we reported in our recent monitoring report, this waste was <br /> removed to an embankment enclosure on top of Group 1, Trench #2. <br /> Continuing rain has resulted in a leachate. pool inside the embankment <br /> enclosure. This leachate was analyzed and the results were submitted <br /> with our 4th Quarter (1982) monitoring Report with a request for <br /> permission to move the leachate to Pond #3. The leachate is currently <br /> being contained in the embankment enclosure on Trench #2. On <br /> February 14, 1983, we met with a contractor .to explore the cost and <br /> feasibility of covering the FMC waste inside the embankment with a <br /> plastic cover to prevent blowing of waste. This cover should be in <br /> place within 2 to 3 weeks. <br /> - Drainage work on completed Group 1 Trench caps. (Group 1 Trenchs #1, <br /> #2 and #3) <br /> As previously indicated, we were in the process of placing and com- <br /> pacting additional cover material over the trenches when rain forced <br /> us to discontinue grading oper tions.
