j CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION ORDER REQUIRING SUBMISSION OF A TIME SCHEDULE FOR FORWARD, INC. , CLASS II-1 LANDFILL SAN JOAQUIN COUNTY The California Regional Water Quality Control Board, Central Valley Region, finds that: 1. The Board on 23 March 19.73 adopted Order No. 73-183 which prescribed require- ments for the discharge of wastes to land for disposal . A monitoring and reporting program was included in Order No. 73-183. 2. The Board on 10 December 1982 adopted a revised monitoring. and reporting program for Order No. 73-183 which included a time schedule for the installa- tion of additional ground water monitoring wells. 3. A discharge of waste is taking place or threatening to take place that vio- lates. or will violate the following requirements of Order No. 73-183: "A. Discharge Specifications: 6. Group .1 waste materials and any water that has contacted. the waste materials shall be contained in the area designated for Group 1 waste disposal . 7. Waste confinement barriers shall be protected and maintained to ensure their effectiveness. 9. Surface drainage from tributary areas, and internal drainage from surface and subsurface sources shall not contact or percolate through Group 2 wastes discharged at the site. 11. Exterior surfaces of the disposal area shall be graded to promote lateral runoff of precipitation and to prevent ponding. B. Provisions: 1. Disposal of Group 1 and Group 2 wastes shall not commence until it is determined that the measures necessary to meet the discharge specifications have been taken. 6. ' The discharger shall comply with the Monitoring an.d Reporting Program No. 73-183 as specified by the Executive Officer." 4. Issuance of this Order is exempt from the provisions of the California Environmental Quality Act (Public Resources Code Section 21000, et seq. ) in accordance with Section 2714(h)(2), Chapter 3, Title 23, of the California Administrative Code.
