j <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER REQUIRING SUBMISSION OF A TIME SCHEDULE <br /> FOR <br /> FORWARD, INC. , CLASS II-1 LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, finds <br /> that: <br /> 1. The Board on 23 March 19.73 adopted Order No. 73-183 which prescribed require- <br /> ments for the discharge of wastes to land for disposal . A monitoring and <br /> reporting program was included in Order No. 73-183. <br /> 2. The Board on 10 December 1982 adopted a revised monitoring. and reporting <br /> program for Order No. 73-183 which included a time schedule for the installa- <br /> tion of additional ground water monitoring wells. <br /> 3. A discharge of waste is taking place or threatening to take place that vio- <br /> lates. or will violate the following requirements of Order No. 73-183: <br /> "A. Discharge Specifications: <br /> 6. Group .1 waste materials and any water that has contacted. the waste <br /> materials shall be contained in the area designated for Group 1 <br /> waste disposal . <br /> 7. Waste confinement barriers shall be protected and maintained to <br /> ensure their effectiveness. <br /> 9. Surface drainage from tributary areas, and internal drainage from <br /> surface and subsurface sources shall not contact or percolate <br /> through Group 2 wastes discharged at the site. <br /> 11. Exterior surfaces of the disposal area shall be graded to promote <br /> lateral runoff of precipitation and to prevent ponding. <br /> B. Provisions: <br /> 1. Disposal of Group 1 and Group 2 wastes shall not commence until it <br /> is determined that the measures necessary to meet the discharge <br /> specifications have been taken. <br /> 6. ' The discharger shall comply with the Monitoring an.d Reporting <br /> Program No. 73-183 as specified by the Executive Officer." <br /> 4. Issuance of this Order is exempt from the provisions of the California <br /> Environmental Quality Act (Public Resources Code Section 21000, et seq. ) in <br /> accordance with Section 2714(h)(2), Chapter 3, Title 23, of the California <br /> Administrative Code. <br />
