FORWARD, INC. , CLASS II-1 LANDFILL _2- <br /> SAN JOAQUIN COUNTY <br /> IT IS HEREBY ORDERED, under authority of Water Code Section 13300, that Forward, <br /> Inc., submit to the Board by 23 April 1983, a detailed time schedule for the <br /> following specific actions: <br /> 1. Installation of monitoring wells numbered 10, 11, 12, 13, and 14 as specified <br /> in the revised Monitoring and Reporting Program No. 73-183. <br /> 2. Construction of disposal trench No. 4 in a manner which will prevent the <br /> escape of approved Group 1 wastes or waste constituents from containment <br /> facilities and . which will comply, where appropriate, with the federal Re- . <br /> source Conservation and Recovery Act: <br /> 3'. Reconstruction and operation of solar evaporation ponds numbered 1, 2, 3, 4, <br /> and 5 in a manner which will prevent the escape of approved wastes or waste <br /> constituents from containment facilities. <br /> 4. Regrading and completion of final cover (caps) for Group 1 disposal trenches <br /> numbered 1, 2, and 3 to prevent infiltration and ponding of surface water. " <br /> 5. Relocation of access roads to preclude transport over caps covering the Group <br /> 1 disposal trenches. <br /> 6. Relocation and proper disposal of drilling mud wastes currently located on <br /> caps covering Group 1 disposal trenches and Group 2 waste areas. <br /> 7. 'Control of surface drainage to prevent ponding, contact with waste materials, <br /> and overflow of containment structures. <br /> 8.
