Mr. Smith has been a principal investigator on two research projects con-
ducted for the National Academy of Sciences, under the National Coopera-
tive Highway Research Program. One project (NCHRP 9-4A) required the
development and implementation of a Bayesian methodology to quantify a
multiple regression model of pavement performance as a function of designer=
controlled variables. The second project (NCHRP 1-10B) involved the veri-
fication of pavement performance prediction models in two states and de-
velopment of a framework to utilize the prediction models in a pavement
management system. He has managed other projects including a multidisci-
plinary study to select and evaluate potential coal power plant sites in
the states of Washington, Oregon, Idaho, Montana, Wyoming, Utah, Nevada,
and California.
Mr. Smith has also completed several research projects for the Department
of Transportation (Federal Highway Administration) concerning the char-
-acterization of materials used in highway construction. These projects
have involved both experimental and theoretical evaluations of elastic
and viscoelastic characterizations of asphalt concrete, cement-treated
base course, asphalt-treated base course, untreated base course, and sub
grade materials. In addition, he has studied the properties of perma-
frost and its thaw-consolidation behavior.
HONORS
Civil Engineering Departmental Citation, UCD, 1968
Tau Beta Pi
AFFILIATIONS
American Society of Civil Engineers
PUBLICATIONS
"Interactive Eliciation of Opinion for Nominal Linear Model", with J.
Kadane, J.
