Pinkos, Toxic Unit - <br /> Subject: Report of Completion, <br /> Group I Disposal Trench #4; <br /> Forward, Inc. ; <br /> San Joaquin County, California <br /> In accordance with the requirements of Board Order No. 83-063, this <br /> letter will serve as notification that construction of the subject <br /> disposal facility has been completed in accordance with the design <br /> details approved on August 8, 1983. The flexible liner to be installed <br /> in the leachate retention facility inside Trench #4 will be fabricated <br /> during the week of October 10 and hopefully will be installed before <br /> October 14, 1983. <br /> Construction work on the disposal trench was completed on <br /> September 29, 1983 and the construction contractor moved immediately <br /> toward completion of the drainage system designed to drain the Group I <br /> and Group II disposal areas. The storm which commenced on September 30 <br /> will probably introduce a three to four day delay in completion of the <br /> drainage system. <br /> In order to protect the one foot drainage blanket on the floor of <br /> Trench #4, a single layer of tires was placed directly over the drainage <br /> blanket. This procedure was approved verbally in conversations with <br /> Mr. Tom Pinkos of the Toxic Unit. When the layer of tires is in place, <br /> Mr. Pinkos also authorized placement of the FMC waste and the drilling <br /> mud residue currently held in storage on the Forward site. The FMC waste <br /> was to be placed in Trench #4 immediately above the tires, followed by <br /> placement of the rotary drilling mud residue. <br /> Permeability testing of the sample pairs #1 through #7 collected from the <br /> liner intervals was completed on September 30, 1983. One sample from <br /> each pair was tested for permeability using water as a permeant.
