Dopaco Area Case #3. GeoTracker Global Identification #T10000006482 <br />Dear Mr. Buehler, <br />On behalf of Newark Group, Inc. (Newark), AECOM Technical Services, Inc. (AECOM) submits this Work <br />Plan for the collection of soil and soil vapor samples from the Newark facility, at 800 West Church Street, <br />Stockton, California (Site) (Figure 1). This document has been prepared to meet the requirements of the <br />Central Valley Regional Water Quality Control Board (RWQCB) letter dated December 7, 2021 (Appendix <br />A) and subsequent communication (Buehler, personal communication, 2021). <br />Proposed work will include the completion of four soil borings to 10 feet below ground surface (bgs) to <br />collect soil and soil vapor samples in the vicinity of the former underground storage tank (UST) footprint <br />(Figure 2). Collected data will be used to evaluate the risk of vapor intrusion to indoor air, and the risk of <br />direct contact and outdoor air exposure based on California State Water Resources Control Board’s Low- <br />Threat Underground Storage Tank Closure Policy (LTCP) (California State Water Resources Control <br />Board 2012). <br />Background <br />The Site’s plant building was constructed in 1918. Since then, several different companies have owned <br />and/or operated at the Site (Geosyntec 2015a), The Site is currently owned by Axis Group, Inc. <br />From December 1981 through June 1988, Dopaco, Inc. (Dopaco) leased a portion of the corner of the <br />building and adjacent outside areas from the property owner at that time, Gold Bond Building Products <br />(Gold Bond). Dopaco’s operations consisted of printing using two rotogravure presses and related <br />activities. Dopaco’s printing activities included the use of various process chemicals including toluene, <br />acetone, alcohols, and acetates. Six product USTs located side-by-side along the exterior perimeter of the <br />building were used to store process chemicals (including toluene in a 4,000-gallon UST). These USTs <br />were installed in 1955 (Geosyntec 2015a). <br />In addition, two waste USTs were located approximately 300 feet southwest of the six product USTs. The <br />waste USTs were also installed in 1955 and were relocated in 1968 (Geosyntec 2015a). <br />Dopaco used four of the six product USTs and the two waste USTs from December 1981 until March <br />1986, when the USTs were prepared for removal. The remaining two product USTs, storing isopropyl <br />alcohol and a mixture of toluene and several other chemicals, were used by another Site tenant <br />(Geosyntec 2015a).
