Geosyntec performed groundwater monitoring on <br />behalf of Cascades in March 2015 and July 2017 (Geosyntec 2017). <br />On behalf of Newark, AECOM has performed groundwater monitoring of the Site wells on a bi-annual <br />basis since May 2020. In November 2021, AECOM submitted an evaluation of the Site against the <br />RWQCB’s LTCP (California State Water Resources Control Board 2012) (AECOM 2021). The report <br />concluded that the data collected to-date are unlikely to be representative of current Site conditions <br />following the removal of soil from the former UST area and, as such, the risk of vapor intrusion to indoor <br />air, and the risk of direct contact and outdoor air exposure is currently unknown. The report recommended <br />the collection of shallow soil and soil vapor data to evaluate these risks. <br />Pre-Mobilization Activities <br />Permits <br />The county maintains jurisdictional authority for borings completed in San Joaquin County. As such, prior <br />to commencing field activities, AECOM will obtain the necessary boring permit from SJCEHD. <br />Health and Safety Plan <br />A Site-specific Health and Safety Plan (HASP) will be completed to detail health and safety protocols for <br />boring activities at the Site. The HASP will meet the requirements of applicable federal, state, and local <br />regulations. These requirements include: <br />Title 29, Code of Federal Regulations (CFR) Section 1910.120, <br />Title 29 CFR Section 1926, and <br />California Code of Regulations Title 8. <br />The HASP addresses worker and nearby (off-site) personnel safety. All on-site workers must be 40-hour <br />Hazardous Waste Operations and Emergency Response (HAZWOPER)-certified and must be current with <br />the 8-hour annual HAZWOPER refresher course. <br />Utility Clearance <br />AECOM will mark the Site and notify Underground Service Alert of Northern California and Nevada (USA <br />North 811) of the work a minimum of 48 hours in advance. AECOM will also utilize the services of a <br />geophysical locator to identify underground utilities in the vicinity of each boring (Figure 2). <br />Implementation Activities <br />Soil Boring and Temporary Soil Vapor Well Completion Procedures <br />Soil borings will be completed, and temporary soil vapor wells will be installed by a licensed C-57 water- <br />well drilling contractor with oversight provided by an AECOM geologist. Soil types encountered during <br />borehole advancement will be described in accordance with the Unified Soil Classification System and <br />recorded on boring logs. <br />Each boring will be completed to a total depth of 10 feet bgs, with the first 5 feet of each boring completed <br />by hand auger (in accordance with AECOM Health and Safety policy). <br />Temporary soil vapor wells will be installed at 5 feet bgs in accordance with the California Environmental <br />Protection Agency Department of Toxic Substances Control (DTSC), Los Angeles Regional Water Quality <br />Control Board, San Francisco Regional Water Quality Control Board Advisory Active Soil Gas <br />Investigations (DTSC Advisory) (DTSC et al. 2015).
