2 SHALLOW GROUNDWATER MONITORING WELL REQUIREMENTS
CONTRACTOR shall follow all requirements in the San Joaquin County and Stanislaus County
Well Standards (documents attached), as appropriate, prepare the permit application packages
for each well, and submit it to the ESJ GWA representative for submittal to the San Joaquin
County Environmental Health Department (SJCEHD) and Stanislaus County Department of
Environmental Resources (SCDER). The following tasks are required to complete the scope of
work.
2.1. Pre-Field and Permitting Activities
All shallow groundwater monitoring wells require completion of a boring and well construction
permit and payment of fees prior to initiation of drilling activities. The CONTRACTOR will
prepare the permit application package and submit it to ESJ GWA representative for submittal
to the San Joaquin County Environmental Health Department and Stanislaus County
Department of Environmental Resources, as appropriate. This document will double as the
workplan to be provided to the CONTRACTOR to submit with the permit application package.
The ESJ GWA representative will work with both County permitting departments to pay for the
application fees once the workplan is approved. The ESJ GWA will be responsible for paying for
all fees associated with the well permit applications. If needed, the CONTRACTOR will be
reimbursed for these fees at cost (no markup will be allowed).
Kleinfelder and CONTRACTOR shall delineate or pre-mark their work area in white paint, chalk,
flour, or flags, and shall notify Underground Service Alert (USA) North and local utilities of the
proposed drilling at least two (2) working days prior to start of excavation, not including the date
of notification. Kleinfelder will also procure a private utility locating service to clear each boring
prior to the start of drilling.
2.2. Soil Boring and Soil Sampling
The CONTRACTOR shall provide all equipment, materials, and appurtenances for mobilizing to
each well site, drilling, constructing, and developing up to seven (7) groundwater monitoring
wells at various locations throughout San Joaquin and Stanislaus Counties, and for
demobilization and site restoration as required.
