WORK PLAN FOR LIMITED SITE INVESTIGATION
Sandhu Property Tracy, California
October 22, 2021 Terracon Project No. NA217074
Responsive Resourceful Reliable 2
REC/Site Concern Description
Former Chevron
Pipeline Spill to the
East
Offsite soil borings SB1, SB7, SB10, and SB11, located in a linear
fashion approximately 100 feet east of the site, reported maximum
TPH-g and TPH-d concentrations in exceedance of the 2019
Department of Toxic Substance Control (DTSC) screening levels for
commercial/industrial soil. Based on the reported TPH concentrations
in exceedance of screening levels for commercial/industrial soil and
the distance of the release relative to the site, the crude oil release
represents an environmental concern to the site.
SCOPE OF SERVICES
2.1 Objectives
The objective of the proposed LSI is to assess the presence of chemicals commonly associated
with the identified site concerns at concentrations above laboratory reporting limits in the on-site
soil.
2.2 Pre-Mobilization Activities
Terracon has a commitment to the safety of all its employees. As such, and in accordance with
our Incident and Injury Free® safety culture, Terracon will develop a safety plan to be used by our
personnel during field services. Prior to commencement of on-site activities, Terracon will hold a
meeting to review health and safety needs for this specific project. At this time, we anticipate
performing fieldwork in an Occupational Safety and Health Administration (OSHA) Level D work
uniform consisting of hard hats, safety glasses, protective gloves, and steel-toed boots.
Prior to the initiation of field activities, Terracon will perform the following activities:
n Obtain soil boring permit from the San Joaquin County Department of
Environmental Health (SJCDEH); and,
n Schedule a private utility locating service survey to locate potential utilities near the
proposed boring locations.
2.3 Work Plan
Terracon has provided this letter Work Plan to the SJCDEH detailing the methodologies described
below. Any SJCDEH comments to the letter Work Plan will be incorporated into a final plan.
