Phase II ESA – Work Plan
401 South El Dorado Street
Stockton, California
Page 2

investigate whether subsurface soil and/or groundwater contamination is evident at the site. Based upon
information obtained from recent geotechnical borings at the Site, shallow groundwater at the site is
expected to be present at a depth of approximately 20 feet bgs. Up to two soil samples will be collected per
boring for the purpose of characterizing the lithology and evaluating contaminants in subsurface soils.
Three groundwater samples will also be collected.

Condor will utilize a State-licensed (C-57 drilling license) drilling contractor to conduct the drilling. We
anticipate using a drilling rig equipped with direct push capability, which will minimize soil cuttings
generated during the investigation. Any soil cuttings generated during the investigation will be placed in a
55-gallon drum or lidded plastic bucket, sealed, labeled, and left on-site pending laboratory analyses for
disposal characterization. All borings will be backfilled with neat cement grout pursuant to EHD guidelines.

4.0 FIELD PROCEDURES
4.1 SITE PREPARATION
Condor will obtain the necessary drilling permits from EHD prior to scheduling field activities with the
sub-contractors and notifying Underground Services Alert (USA).

The proposed boring locations will be marked with white paint and Underground Service Alert (USA)
will be notified at least 48 hours in advance of the fieldwork to locate and identify underground utilities in
and near the work area. In addition, a private utility locator will be contracted to scan and identify
potential subsurface piping and other anomalies, such as any remaining USTs.

Prior to initiating fieldwork at the Site, all field personnel will familiarize themselves with the Site-
Specific Health and Safety Plan (HASP) and a tailgate safety meeting will be held prior to
commencement of fieldwork on location. The HASP pertains to field activities and includes information
on potential hazards expected to be encountered at the Site, personal protective equipment, and directions
to and telephone numbers for the nearest hospital. A copy of the HASP is included in Appendix B.

4.2 SOIL SAMPLING METHODOLOGY
Condor proposes drilling and collecting soil samples from eight (8) locations in the area on and around
areas where suspected contaminated soils exist. Soil borings will be advanced using a Geoprobe direct
push drilling company licensed by the State of California (C-57 license). Soil samples will be collected at
depths of 10 and 20 feet bgs at the deep boring locations as well as three groundwater samples. Soil
samples will be collected at depths of 2 and 5 feet bgs from the shallow boring locations. Up to 22
samples will be collected from five-foot interval acetate liners from the eight (8) drilling locations, along
with the three (3) groundwater samples.

Each soil sample retained for laboratory analyses will be capped at each end with with Teflon sheeting
and plastic end caps. Soil samples will be labeled, placed in chilled coolers, and transported under chain-
of-custody procedures to PACE Analytical (ELAP# 1186) in Bakersfield, California for analysis.
