7 <br /> 21 . The San Joaquin County Planning Department has found that <br /> surrounding land use is compatible with the facility <br /> operation. Land within 1000 feet of the site is zoned EA-10 <br /> (Agricultural Land) . <br /> 22. An environmental impact statement was prepared for the <br /> facility in 1972. It has been determined that there are no <br /> significant changes from this document. <br /> 23. There are no proposed changes in the facility' s design or <br /> operation to be implemented within the next five years. <br /> 24. The Facility is in compliance with Government Code 66796. 32. <br /> QQNDjj I-QNS$ <br /> Requirements: <br /> 1. This facility must comply with State Minimum Standards for <br /> Solid Waste Handling and Disposal . <br /> 2. This facility must comply with all federal , state, and local <br /> requirements and enactments. <br /> 3. Additional information must be provided as required by the <br /> enforcement agency. <br /> 4. At the discretion of the enforcement agency, additional <br /> landfill gas monitoring probes shall be installed for <br /> detection of gas migration. If needed, a landfill gas <br /> control system shall be installed. <br /> Prohibitions: <br /> 1. The following actions are prohibited at this facility: <br /> a. Scavenging <br /> b. Open burning of waste <br /> C. Disposal of large dead animals <br /> d. Disposal of waste not approved by the California Water <br /> Quality Control Board Central Valley Region and the San <br /> Joaquin Local Health District. <br /> e. Infectious waste <br /> f. Standing water on covered fill areas. <br /> Specifications'. <br /> 1. The San Joaquin Local Health District (LEA) , through this <br /> permit, may prohibit or condition the handling or disposal <br /> of solid wastes to protect the public health and safety, <br /> protect, rehabilitate, or enhance the environment, or to <br />
