Box 2009 <br /> Stockton, California 95201 'ENVIRONMENTAL HE LT <br /> Re: Forward Landfill PERM IT/SERVICES <br /> Dear Mr. Valinoti: <br /> This letter is sent with reference to the meeting held at your offices on June 12, <br /> attended by representatives of the Environmental Health Division of Public Health <br /> Services ('PHS"), the Central Valley Region of the California Regional Water Quality <br /> Control Board ("RWQCB"), the California Department of Health Services ('DOHS"), <br /> the California Integrated Waste Management Board ("Waste Board") and our client, <br /> Forward, Inc. ("Forward"). At the conclusion of the meeting, I mentioned to you that I <br /> would send this letter to summarize our understanding of what was discussed and <br /> resolved at the meeting, to assist you in preparing PHS's follow-up letter. <br /> Forward has been accepting at its Austin Road landfill ("Landfill") certain <br /> contaminated soils, particularly petroleum-contaminated soils, for (1) direct disposal in <br /> appropriate waste management units, (2) treatment (in the case of petroleum- <br /> contaminated soils) to appropriate concentration levels by aeration or bioremediation in <br /> Waste Management Unit G at the Landfill, or (3) use as daily cover or in foundations <br /> for caps at appropriate waste management units, following treatment (or without <br /> treatment, depending on the types and concentrations of the contaminants).
