C7 <br />MONITORING AND REPORTING PROGRAM <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />SAN JOAQUIN COUNTY <br />SHREDDER WASTE MONITORING <br />sm <br />Monitoring requirements for shredder waste accepted at Forward, Inc., are as <br />follows: <br />Parameter/Constituent <br />Report in Sampling <br />Units of Frequency <br />PCBs mg/kg Every 1,000 tons* <br />Location of shredder waste disposal-- Quarterly <br />Amount of shredder waste accepted tons Quarterly <br />Designated level parameters mg/l Every 1,000 tons <br />as necessary <br />BTX&E mg/l or mg/l Every 1,000 tons <br />Total Petroleum Hydrocarbons (TPH) mg/kg Every 1,000 tons <br />* Or more frequently as required by the Department of Health Services. <br />Testing for PCBs shall be conducted using composite samples collected at the <br />shredder facility. The samples shall be analyzed using EPA Method 8080. BTX&E <br />shall be measured using EPA Method 602. <br />When it is necessary to determine if a shredder waste is a 'designated waste', <br />run a Waste Extraction Test. The shredder waste is 'designated' if it exceeds <br />any of the following maximum concentrations of designated level parameters. <br />Designated Level <br />Parameter <br />Cadmium <br />Chromium (VI) <br />Copper <br />Lead <br />Mercury <br />Nickel <br />Zinc <br />Maximum <br />Concentration in <br />mg/l of WET Extract <br />0.05 <br />0.5 <br />20 <br />1.5 <br />0.02 <br />1.0 <br />200 <br />* At the Discharger's discretion, may be met based on Total Chromium analyses. <br />
