Areas including regulated units, ground water <br />contamination source areas, and areas of <br />significant ground water contamination should be <br />illustrated on maps and cross sections in greater <br />detail. <br />4. Elevation data should be posted on contour maps. <br />5. Ground water contours should be plotted on base <br />maps indicating sources of contamination. Such <br />maps should include limited cultural features for <br />ease of reference. <br />6. Cross sections should be prepared to illustrate <br />ground water flow directions with emphasis on areas <br />of confirmed soil and ground water contamination. <br />The cross sections should include geology, well <br />completion depths (accurately reflecting screen and <br />filter pack), hydrogeologic units, known source <br />areas, and areas of soil and ground water <br />contamination. Static water elevations should be <br />posted at the mid -points of the well intakes <br />(screen and filter -packed interval) to allow <br />evaluation of flow potential. These cross sections <br />should be updated to reflect monthly ground water <br />elevations and additional contaminant <br />concentrations as data become available. - - <br />7. The effects on ground water levels and flow <br />directions of irrigation and flooding on adjacent <br />farmlands needs to be investigated. <br />POTENTIAL VIOLATIONS <br />Violation 1: Non Compliance with SAP <br />Forward violated the post -closure permits issued by USEPA <br />and DISC in that on or about October 21, 1991, October <br />22, 1991, and October 24, 1991, Forward Inc. failed to <br />follow the written and approved SAP which is incorporated <br />as Attachment 1 of the RCRA Post -Closure permit dated <br />June 3, 1991 and Appendix B of the Hazardous Waste <br />Facility Post Closure Permit issued February 2, 1990 by <br />DTSC. Failure to follow a permit condition is a <br />violation of State of California Code of Regulations <br />Title 22, Chapter 14, Article 6, Section 66264.90, Water <br />Quality Monitoring and Response Programs for Permitted <br />Facilities and Title 22, Chapter 20, Article 3, Section <br />Fc <br />�xh;6%�- _-3 <br />
