Your request is based on the 10 June 1993 letter issued by
the Department of Toxic Substances Control which approved this material to be classified and
managed as nonhazardous waste. We note the DTSC approval specifically states that the material
may be managed as nonhazardous provided it is discharged to a Class H landfill constructed at the
Port of Oakland. Discharge of this soil at Forward would not be consistent with the conditions of
the DTSC classification. Therefore, we cannot concur with your request to accept this waste at
Forward.
If you have any questions, please call Steve Rosenbaum at (916) 255-3131.
WILLIAM SHALL, Chief
Chapter 15 Unit
SER
cc: Mr. Harry Sneh, Department of Toxic Substances Control, Sacramento
Mr. Chris Marxen, Waste Evaluation Unit, Department of Toxic Substances Control,
ramento
Brad Williams, Compliance Branch, Integrated Waste Management Board, Sacramento
Mr. Greg Oliveira, San Joaquin County Public Health Services, Stockton
