Hazelton Ave. Stockton, CA 95201 Re: Forward Landfill Dear Tom: As you requested during our meeting on August 9, this letter describes what the Forward Landfill is allowed to do under current permits, and what changes and other information should be addressed in the revised Use Permit and the EIR that will support the revision of Forward's Solid Waste Facilities Permit. CURRENT PERMITS The three key permits governing the operation of the Landfill are the Use Permit, the Solid Waste Facilities Permit, and the Waste Discharge Requirements Order. 1. San Joaquin County Use Permit No. U-73-9. The Use Permit, issued in 1973, requires that the Landfill site shall be operated in accordance with regulatory requirements of the San Joaquin County Local Health District and the California Regional Water Quality Control Board, Central Valley Region (1°Regional Board") . The Use Permit further requires that the site shall be prepared and operated in accordance with recommendations presented in the July 7, 1972 report prepared by EMCON Associates entitled "Geotechnical Investigation and Waste Management Studies, Proposed 157-Acre Class II-1 Disposal Site, Stockton,California" ("EMCON Report") . The EMCON Report provides that the Landfill is designed to accept all Group 2 and Group 3 wastes (generally, non-hazardous household and industrial wastes) , and may accept selected Group 1 wastes (hazardous wastes) as authorized by the Regional Board. However, the Use Permit prohibits the Landfill from accepting cannery wastes. For purposes of the EMCON Report, the maximum daily capacity of the Landfill is described as 500 tons per day.
