Hazelton Ave. <br /> Stockton, CA 95201 <br /> Re: Forward Landfill <br /> Dear Tom: <br /> As you requested during our meeting on August 9, this letter <br /> describes what the Forward Landfill is allowed to do under current <br /> permits, and what changes and other information should be addressed <br /> in the revised Use Permit and the EIR that will support the <br /> revision of Forward's Solid Waste Facilities Permit. <br /> CURRENT PERMITS <br /> The three key permits governing the operation of the Landfill <br /> are the Use Permit, the Solid Waste Facilities Permit, and the <br /> Waste Discharge Requirements Order. <br /> 1. San Joaquin County Use Permit No. U-73-9. The Use <br /> Permit, issued in 1973, requires that the Landfill site shall be <br /> operated in accordance with regulatory requirements of the San <br /> Joaquin County Local Health District and the California Regional <br /> Water Quality Control Board, Central Valley Region (1°Regional <br /> Board") . The Use Permit further requires that the site shall be <br /> prepared and operated in accordance with recommendations presented <br /> in the July 7, 1972 report prepared by EMCON Associates entitled <br /> "Geotechnical Investigation and Waste Management Studies, Proposed <br /> 157-Acre Class II-1 Disposal Site, Stockton,California" ("EMCON <br /> Report") . <br /> The EMCON Report provides that the Landfill is designed to <br /> accept all Group 2 and Group 3 wastes (generally, non-hazardous <br /> household and industrial wastes) , and may accept selected Group 1 <br /> wastes (hazardous wastes) as authorized by the Regional Board. <br /> However, the Use Permit prohibits the Landfill from accepting <br /> cannery wastes. For purposes of the EMCON Report, the maximum <br /> daily capacity of the Landfill is described as 500 tons per day. <br />
