v G Y <br /> CONDITIONS OF APPROVAL <br /> UP-91-12 <br /> Forward, Inc. <br /> Unless otherwise specified,all Conditions of Approval and Ordinance Requirements shall be fulfilled <br /> prior to the establishment of the new use and the issuance of any building permits.. <br /> Unless otherwise specified,this approval will expire 18 months from the date of approval unless (1) <br /> all Conditions of Approval have been complied with, (2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Those Conditions followed by a Section Number or other Statutory Requirement are based on <br /> Ordinance Requirements. Ordinance Requirements cannot be modified. <br /> 1. DEVELOPMENT SERVICES DIVISION: <br /> a. This approval is for modifications to the existing Forward Inc. Landfill as described in the <br /> Mitigated Project Alternative section of Final Environmental Impact Report No. ER-92-4 for <br /> Forward Inc. Landfill Use Permit Modifications, State Clearinghouse No. 92032013. <br /> b. Expansion of the receiving station to accommodate the projected increase in waste flow <br /> shall be completed within five years and may be phased. Each phase shall be subject <br /> to Improvement Plan review. <br /> C. Expansion of the transfer facility shall be completed within five years and may be phased. <br /> Each phase shall be subject to Improvement Plan review. <br /> d. One copy of a Site Improvement Plan shall be submitted to the Development Services <br /> Division. The Improvement Plan will be distributed to the involved County departments <br /> for approval. The Improvement Plan shall be prepared by a registered Civil Engineer and <br /> show conceptual plans for full buildout of the entrance station and transfer station, <br /> drainage, driveway access details,on-site parking, existing and proposed utility services, <br /> and grading. The drainage pattern and corresponding storm drain improvements shall <br /> be shown on the Improvement Plan. A plan check fee will be required. (Development <br /> Title Section 9-884.4) <br /> e. All permanent parking spaces, driveways, and maneuvering areas shall be paved and <br /> permanently maintained with base material and asphalt concrete to provide a durable <br /> dust free surface. Bumper guards shall be provided when necessary to protect adjacent <br /> structures or properties. (Development Title Section 9-1015) <br /> f. All temporary roads that will be used for six months or longer shall be surfaced with a <br /> chip seal or equivalent wearing surface. <br /> g. Completed cells, ridgetops, and peripheral areas shall be planted with drought tolerant <br /> grasses. <br /> h. Benchmarks shall be established and shown on the Improvement Plans.
