An encroachment permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> e. An updated groundwater monitoring program shall be provided and approved by the <br /> Regional WaterlQuality Control Board. (Development Title Section 9-1125.4) <br /> f. A minimum ten-foot distance shall be maintained between the toe of the landfill and the <br /> right-of-way line of Austin Road. <br /> g. The applicant shall enter into an agreement with San Joaquin County to participate <br /> financially for installation of traffic signals at Austin Road and Mariposa Road, when <br /> determined necessary by San Joaquin County. The applicant's fair share shall be based <br /> on the project's proportion of traffic as specified in the traffic analysis of the Final <br /> Environmental Impact Report. <br /> 3. PUBLIC HEALTH SERVICES: <br /> a. Obtain a revised solid waste facility permit. <br /> 4. MANTECA-LATHROP FIRE DEPARTMENT: <br /> a. The project shall conform with the Uniform Fire Code and all related standards. <br /> b. The project shall conform to all Fire Department provisions of the Environmental Impact <br /> Report. <br /> 5. SAN JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT: <br /> a. Pursuant to the conditions and mitigation measures as listed in the Final Environmental <br /> Impact Report, the applicant shall comply with all applicable rules and regulations of the <br /> District prior to operation. The applicable rules include, but are not limited to, Rule No.'s <br /> 2010 (permits required), 4105 (commercial off-site multi-user, hazardous and <br /> nonhazardous, waste disposal facilities), 4651 (VOC emissions from decontamination of <br /> soil), and 4002 (NESHAPS), as adopted by the District. <br /> b. This project will have a number of processes and equipment that will need to be <br /> permitted by the District. Subsequently, the applicant will need to apply for an Authority <br /> to Construct and Permit to Operate for those processes and equipment. Pursuant to the <br /> District's Rules and Regulations, the applicant will need to apply the Best Available <br /> Control Technology. The applicant will need to comply with all conditions as set forth and <br /> delineated in the Permit to Operate. <br /> C. The applicant will need to comply with the mitigation measures as adopted in the Final <br /> Environmental Impact Report. These mitigation measures will be a section of the <br /> Mitigation Monitoring Program. <br /> NOTE: On September 16, 1993, the San Joaquin County Planning Commission approved UP-91-12 <br /> subject to the Conditions of Approval listed above. <br /> Conditions of Approval - 3 - UP-91-12 <br />
