I <br /> MONITORING AND REPORTING PROGRAM -6- <br /> FORWARD INC.,FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY <br /> LIQUID AND SEMI-SOLID WASTE MONITORING <br /> The Discharger shall monitor all wastes discharged to the Class H surface impoundment(s) on a <br /> daily basis and report to the Board as follows: <br /> Report in Frequency of <br /> Parameter Units of Reporting <br /> Quantity discharged Gallons Quarterly <br /> Type of Material Discharged -- Quarterly <br /> Source(s)of Material -- Quarterly <br /> Discharged <br /> Minimum Freeboard Feet and Tenths Quarterly <br /> In addition,grab samples of impoundment contents shall be taken and analyzed for the parameters <br /> and constituents listed below under"LEACHATE MONITORING" at the frequencies indicated <br /> thereunder. <br /> LEACHATE MONITORING <br /> All landfill unit and surface impoundment LCRS sumps shall be inspected weekly for leachate <br /> generation. Upon detection of leachate in a previously dry LCRS, the Discharger shall <br /> immediately sample the leachate and shall continue to sample the leachate semiannually thereafter. <br /> Leachate samples shall be analyzed for the following: all constituents listed in Attachment F, and <br /> the following additional constituents: dissolved or total organic carbon, dissolved iron,carbonate, <br /> bicarbonate, alkalinity, dissolved aluminum, dissolved chromium VI, and dissolved manganese. <br /> The quantity of leachate pumped from each sump shall be measured continuously and reported as <br /> Leachate Volume (in gallons/month). <br /> LCRS MONITORING <br /> All LCRSs shall be tested annually to demonstrate operation in conformance with waste discharge <br /> requirements. The results of these tests shall be reported to the Board and shall include <br /> comparison with earlier tests made under comparable conditions. <br /> 2 . Detection Monitoring Program (DMP) <br /> For each monitored medium, all Monitoring Points assigned to detection monitoring, and all <br /> Background Monitoring Points shall be monitored once each calendar quarter for the <br /> Monitoring Parameters listed in this Program. <br /> For any given monitored medium, a sufficient number of samples shall be taken from all <br /> Monitoring Points and Background Monitoring Points to satisfy the data analysis requirements <br /> for a given Reporting Period, and shall be taken in a manner that ensures sample independence <br /> to the greatest extent feasible. <br />
