2.1 Zoning <br />The San Joaquin County District Viewer (sjmap.org) states that the Site is zoned <br />AG -40, General Agriculture with a minimum parcel size of 40 acres. The San <br />Joaquin County Community Development Department states that this zoning <br />designation "is established to preserve agricultural lands for the continuation of <br />commercial agriculture enterprises." <br />2.2 Proposed Development <br />A minor subdivision is proposed to separate the Site into two parcels <br />approximately 40 acres in size. <br />2.3 Topography <br />A recent U.S. Geological Survey 7.5 -minute topographic map was obtained from <br />the San Joaquin County District Viewer. In the map, the Site is depicted at <br />approximately 40 to 65 feet above mean sea level. The land is relatively flat with <br />a slight slope down to the northeast. This map is included as Plate 3. <br />3.0 HISTORICAL RESEARCH <br />3.1 Aerial Photographs <br />Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br />County Surveyor's Office in Stockton, California. The available photographs <br />were dated 1937, 1940, 1952, 1963, and 1975. Five additional photographs, <br />dated 1993, 2004, 2006, 2015, and 2021 were obtained from Google Earth. <br />In the 1937 photo, the Site appears to be dry and irrigated pasture crossed by a <br />canal. Four or more structures can be seen on the western side of the Site just <br />north of the canal. A driveway leads down from the north to this area. The <br />surrounding properties appear to be irrigated and dry pasture; a few rural <br />residences/farm buildings can be seen to the north and west. Grant Line Road <br />can be seen, as well as the Southern Pacific Railroad tracks to the northeast. <br />Several large circular tanks can be seen at a property along the railroad tracks <br />about 800 feet north east of the Site (former Tracy Pump Station). <br />In the 1940 photo, the Site can be seen more clearly, and four large structures <br />are evident on its west side, as well as several smaller outbuildings. A small <br />object can be seen near the center of the north side of the Site. A few rural <br />residences/farm buildings can be seen to the south of the Site. <br />LOGE 2214 2 <br />
