2.1 Zoning The San Joaquin County District Viewer (sjmap.org) states that the Site is zoned AG -40, General Agriculture with a minimum parcel size of 40 acres. The San Joaquin County Community Development Department states that this zoning designation "is established to preserve agricultural lands for the continuation of commercial agriculture enterprises." 2.2 Proposed Development A minor subdivision is proposed to separate the Site into two parcels approximately 40 acres in size. 2.3 Topography A recent U.S. Geological Survey 7.5 -minute topographic map was obtained from the San Joaquin County District Viewer. In the map, the Site is depicted at approximately 40 to 65 feet above mean sea level. The land is relatively flat with a slight slope down to the northeast. This map is included as Plate 3. 3.0 HISTORICAL RESEARCH 3.1 Aerial Photographs Live Oak reviewed aerial photographs of the Site provided by the San Joaquin County Surveyor's Office in Stockton, California. The available photographs were dated 1937, 1940, 1952, 1963, and 1975. Five additional photographs, dated 1993, 2004, 2006, 2015, and 2021 were obtained from Google Earth. In the 1937 photo, the Site appears to be dry and irrigated pasture crossed by a canal. Four or more structures can be seen on the western side of the Site just north of the canal. A driveway leads down from the north to this area. The surrounding properties appear to be irrigated and dry pasture; a few rural residences/farm buildings can be seen to the north and west. Grant Line Road can be seen, as well as the Southern Pacific Railroad tracks to the northeast. Several large circular tanks can be seen at a property along the railroad tracks about 800 feet north east of the Site (former Tracy Pump Station). In the 1940 photo, the Site can be seen more clearly, and four large structures are evident on its west side, as well as several smaller outbuildings. A small object can be seen near the center of the north side of the Site. A few rural residences/farm buildings can be seen to the south of the Site. LOGE 2214 2
