2.1 Zoning <br />The San Joaquin County District Viewer (sjmap.org) states that the Site is zoned <br />AU -20, Agriculture -Urban Reserve with a minimum parcel size of 20 acres. The <br />San Joaquin County Community Development Department states that this zoning <br />designation "is intended to retain in agriculture those areas planned for future <br />urban development in order to facilitate compact, orderly growth and to assure <br />the proper timing and economical provision of services and utilities." <br />2.2 Proposed Development <br />A minor subdivision is proposed to separate the Site into nine, approximately <br />two -acre parcels for residential development. <br />2.3 Topography <br />A recent U.S. Geological Survey 7.5 -minute topographic map was obtained from <br />the San Joaquin County District Viewer. In the map, the Site is depicted as flat <br />land located at approximately 39 to 40 feet above mean sea level. This map is <br />included as Plate 3. <br />3.0 HISTORICAL RESEARCH <br />3.1 Aerial Photographs <br />Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br />County Surveyor's Office in Stockton, California. The available photographs <br />were dated 1937, 1952, 1963, and 1975. Four additional photographs, dated <br />1993, 2003, 2014, and 2018 were obtained from Google Earth. <br />In the 1937 photo, two large structures and several smaller structures or objects <br />are located near the northeast corner of the Site corner of the Site. <br />Approximately half the Site appears to be orchard, while the remaining half <br />appears uncultivated. An irrigation canal crosses the southern third of the Site, a <br />canal runs along the southern property line, and a third canal runs along the <br />northern half of the western property line of the Site. The surrounding properties <br />appear to be orchards, irrigated pasture, rural residences, and uncultivated land. <br />In the 1952 photo, five or more structures can be seen near the northeast corner <br />of the Site. The orchard has been removed from the Site, which now appears to <br />be irrigated pasture. <br />In the 1963 photo, the irrigation canals on and around the Site are no longer <br />visible.
