Box 2089 <br /> Stockton, California 95201 <br /> RE: Central Valley Regional Water Quality Control Board Review of Underground Storage <br /> Tank Sites: Rough and Ready Island, 2201 W.Washington Street, Stockton, San Joaquin <br /> County, California (Global ID SL0607749994) <br /> Dear Mr. Wingfield, <br /> Central Valley Regional Water Board (Central Valley Water Board) has reviewed nine (9) <br /> Underground Storage Tank (UST) sites associated with the Port of Stockton — Rough and <br /> Ready Island POS-RRI) case located at 2201 W. Washington Street in Stockton, CA (Site). <br /> Data from the nine sites was compared to the general and media-specific criteria in the Low- <br /> Threat Underground Storage Tank Case Closure Policy (LTCP) to determine if they were <br /> eligible for a no further action status. The nine sites evaluated are as follows: <br /> 1. Site 49: UST 816D 6. UST 916B <br /> 2. UST 508 7. UST 605 <br /> 3. Building 410A OWS 8. UST 517 <br /> 4. Building 16 Former USTs 9. UST 817B <br /> S. Site 48: Building B707 UST <br /> Following the initial comparison, Central Valley Water Board personnel meet with <br /> representatives of Anchor QEA, LLC (Anchor) to discuss the initial findings and allow for <br /> comment. Anchor submitted additional information to resolve some of the data gaps found in the <br /> initial screening. This data has been reviewed and Central Valley Water Board staff have <br /> determined the following status for the nine sites: <br /> Comments <br /> 1. Site 49: UST 816D and UST 508 which is an oil water separator(OWS) had detections <br /> for chemicals of concern (COCs) that are not petroleum in nature. General Criteria B of <br /> the LTCP states: "The unauthorized release consists only of petroleum."Therefore UST <br /> 816D and UST 508 are ineligible for a no further action status under the LTCP; <br /> 2. Building 410A OWS is associated with an adjacent waste-oil tank. Sampling completed <br /> at this site showed a detection of cis-1,2-Dichloroethene (cis-1,2-DCE) in groundwater; <br /> however, this detection was in boring B41 OA-1 which is located up-gradient of the OWS. <br /> Therefore the detection is most likely not related to the OWS and this site is eligible for a <br /> no further action status.
