Work Plan, PFAS Site Inspection <br />Naval Computer and Telecommunications Station Stockton, California Introduction <br /> 1-1 DCN: TRBW-0202-5183-0010 <br />Section 1 Introduction <br />1.1 Authorization <br />The Trevet-Bay West Joint Venture LLC (Trevet-Bay West) has prepared this Site Inspection (SI) <br />Work Plan to investigate per- and polyfluoroalkyl substances (PFAS) at the Naval Computer and <br />Telecommunications Station (NCTS) Stockton (Site) in Stockton, California, on behalf of the <br />United States (U.S.) Department of the Navy (Navy), Naval Facilities Engineering Systems <br />Command Southwest (NAVFAC SW) under Contract N62473-18-D-0202, Delivery Order <br />Number N62473-18-F-5183. This Work Plan describes the PFAS SI field activities at NCTS <br />Stockton, California (Figure 1-1). <br />1.2 Project Goal and Scope of Work <br />During the PFAS preliminary assessment (PA) at NCTS Stockton (Trevet-Bay West 2019), six <br />areas of concern (AOCs) were identified as requiring further investigation to determine the <br />presence or absence of PFAS in soil, groundwater, and/or sediment, and to assess whether further <br />investigation or action may be warranted at each of the AOCs (Figure 1-2). The data collection <br />efforts consist of the following definable features of work: <br />1. Conduct pre-work inspection and utility clearance; <br />2. Complete soil borings, lithologic logging and soil and sediment sampling; <br />3. Install temporary groundwater monitoring wells and collect groundwater samples from <br />existing and newly installed wells; <br />4. Complete post-work inspection; and <br />5. Dispose of investigation-derived waste (IDW). <br />Additional details pertaining to each field work component are described in Section 3. Results of <br />the field activities and chemical analysis will be presented in the SI report described in Section 5. <br />1.3 Work Plan Organization <br />This document is comprised of the Work Plan and includes the Sampling and Analysis Plan (SAP) <br />as Appendix A. The Work Plan includes a description of NCTS Stockton and identified AOCs, <br />technical approach to the field activities, and waste management approach. Health and safety <br />aspects of this project are discussed in the Accident Prevention Plan (APP) for the site which will <br />be prepared under separate cover. <br />This Work Plan is organized as follows: <br />• Section 1: Introduction <br />• Section 2: Background Information
