The <br />Navy is the lead agency with environmental regulatory oversight provided by the California EPA <br />Department of Toxic Substances Control (DTSC) and the Central Valley Regional Water Quality <br />Control Board (Water Board). Other stakeholders include the Port of Stockton, who acquired the <br />property from the Navy in 2003 and currently manages port and maritime activities at Rough and <br />Ready Island (RRI). Worksheet #5 of the SAP (Appendix A) provides a project organizational <br />chart, roles, and key personnel. Descriptions of the roles and lines of communication are provided <br />in Worksheets #6 and #7 of the SAP (Appendix A). <br />
