Work Plan, PFAS Site Inspection <br />Naval Computer and Telecommunications Station Stockton, California Technical Approach <br /> 3-1 DCN: TRBW-0202-5183-0010 <br />Section 3 Technical Approach <br />As described in Section 1.2, field work will be performed to determine the presence or absence of <br />PFAS in soil, groundwater, and/or sediment. This section summarizes the scope rationale, pre- <br />work notifications, general work requirements, pre-work inspections, and definable features of <br />work. A detailed description of the technical approach can be found in Worksheet #14 of the SAP <br />(Appendix A). <br />Field work will not commence until the Navy has approved and regulatory agencies have <br />concurred with all project plans and the APP/Site Safety and Health Plan (SSHP) have been <br />approved by the Navy Remedial Project Manager (RPM), and Navy and Marine Corps Public <br />Health Center (NMCPHC) Point of Contact. <br />3.1 Scope and Rationale <br />The overall project goal is to assess the presence or absence of PFAS in soil, groundwater and/or <br />sediment at six identified AOCs. The plan for obtaining data at each AOC is presented below; <br />more detailed information is provided in Worksheet #17 and sampling locations are presented on <br />Figure 17-1 through Figure 17-6 of Appendix A (SAP). <br />Site 3 – Former Firefighting Training Area: Install four temporary borings for soil and <br />groundwater collection using direct-push drilling methods in areas where AFFF was potentially <br />stored or released; collect groundwater samples from two existing Site 3 monitoring wells (W-103 <br />and W-052); and collect two sediment samples from the drainage ditch along the northern <br />boundary of Site 3. Samples will be submitted for analysis of PFAS by Liquid Chromatography/ <br />Mass Spectrometry/ Mass Spectrometry (LC/MS/MS) compliant with Table B-15 of Department <br />of Defense (DoD) Quality Systems Manual (QSM) version 5.3. Sample locations are presented on <br />Figure 17-1 in Appendix A. <br />Site 45 – Soil Stockpile Area: Collect two five-point composite soil samples from the Site 3 <br />stockpile; install three temporary borings for soil and groundwater collection to 25 feet bgs using <br />direct-push drilling methods west, west-northwest, and northwest of the stockpile location; collect <br />two shallow soil samples (one from 0 to 0.5 foot bgs and one from 0 to 2 feet bgs) west of the <br />stockpile; and collect groundwater samples from two existing monitoring wells located nearby and <br />down-gradient of Site 45 (W-061 and W-088). Samples will be submitted for analysis of PFAS by <br />LC/MS/MS method compliant with Table B-15 of QSM 5.3. Sample locations are presented on <br />Figure 17-2 in Appendix A. <br />AOC 01 – Firehouse #1: Install five temporary borings for soil and groundwater collection using <br />direct-push drilling methods in areas outside of the truck bay and south of the fire station; and <br />collect two sediment samples from catch basins down-gradient of AOC 01.
