Work Plan, PFAS Site Inspection <br />Naval Computer and Telecommunications Station Stockton, California Technical Approach <br /> 3-3 DCN: TRBW-0202-5183-0010 <br />significant deviations are necessary, field work may be suspended until approval by the Navy and <br />regulatory agency concurrence is obtained. Minor deviations will be documented on a field <br />deviations form. <br />Trevet-Bay West will coordinate access to NCTS Stockton with representatives from the Port of <br />Stockton and their site contractor, Geosyntec. Trevet-Bay West will notify the Port of Stockton, <br />Geosyntec, and the Navy RPM in writing (e-mail) or by phone at least 10 business days prior to <br />when field work will commence. <br />3.3.2 Pre-Work Inspection and Minimization of Property Disturbance <br />A pre-work inspection will be completed prior to implementing investigation activities to <br />document initial site conditions. Conditions of the buildings, fences, pavement, other structures, <br />and overall site status will be noted and photographed. Copies of all permits and authorizations <br />will be kept on site for reference during the field event. An underground utility clearance will be <br />completed at the same time as the pre-work inspection, but prior to initiating intrusive activities. <br />Trevet-Bay West will keep the site and adjacent areas free from accumulation of waste materials, <br />rubbish, and windblown debris. The site will be restored to a condition similar or equal to that <br />existing prior to work. During work activities, gates will be left in the same condition (open or <br />closed) as they were on arrival. <br />3.3.3 Site Safety and Health <br />All field work will be performed in accordance with the APP and SSHP submitted under separate <br />cover. The field crew will conduct the initial health and safety briefings and ensure the site is free <br />from hazards prior to the start of work. <br />3.3.4 Data Management Practices <br />Field and analytical data collected from this project and other environmental investigations at <br />NCTS Stockton are critical to site characterization efforts, development of the comprehensive <br />conceptual site model, and selection of remedial actions to protect human health and the <br />environment. An information management system is necessary to ensure efficient access so that <br />decisions based on the data can be made in a timely manner. <br />Complete and accurate documentation is essential to demonstrate that field measurement and <br />sampling procedures are carried out as described in the SAP and according to SOP-010 <br />(Attachment 1 in Appendix A). Field personnel will use permanently bound field logbooks with <br />sequentially numbered pages to record and document field activities. The logbook will list the <br />contract number, the site name, and the names of subcontractors, the service client, and the Navy <br />RPM.
