1 .0 INTRODUCTION
Aptim Environmental& Infrastructure, LLC(APTIM)prepared this work plan to conduct a site investigation
in response to the detection of tetra chIoroethene (PCE) in water samples collected from City of Ripon
municipal drinking water Well 04 (destroyed in 2009). In addition, PCE was detected in groundwater and
soil gas samples collected as part of trichloroethene (TCE) investigation activities for the Nestle USA -
Beverage Division, Inc. (Nestle), Facility Cleanup Program case (GeoTracker Global identification [ID]
#SL205012989) and not related to Nestle site activities.
The"Site" is located at the intersection of West Main Street and North Locust Avenue in Ripon, California,
and is near the former location of Ripon Cleaners (Figure 1). The former Ripon Cleaners, which operated
until the mid-1990s, could potentially be the source of PCE in soil gas and groundwater in this area. Site
investigation activities will include soil gas, groundwater, and soil sampling. If PCE is detected in passive
soil gas samples, then the project may also include a second round of soil gas sampling, or sub-slab soil
gas sampling, indoor air sampling, and ambient air sampling.
The work is being conducted under the California State Water Resources Control Board, Site Cleanup
Subaccount Program (SCAP) under Site Cleanup Subaccount Program No. SR014. APTIM will be working
under direction of the Regional Water Quality Control Board (RWQCB). The GeoTracker ID for the Site is
T10000017178.
1.1 Purpose and Scope
The project objectives are to investigate soil gas and groundwater conditions to assess whether historical
dry cleaning operations at Ripon Cleaners are a source of the PCE detected in soil gas and groundwater in
the area and to determine if vapor intrusion is a risk to nearby buildings.
The scope of work includes the following activities:
• Review of historical records related to PCE in soil vapor and groundwater in downtown Ripon
• Property access and subcontractor coordination
• Health, safety, and security
• Utility clearance and permitting
• Trace the Site's sanitary sewer line and conduct video inspection
• Soil gas sampling
• Grab groundwater sampling
• Conditional sub-slab soil gas, indoor air, and outdoor air sampling
FINAL RIPON PCE INVESTIGATION WORK PLAN.DOCX 1-1 PROJECT NO.631021512
