Austin Road Landfill -3- 23 May 2000 <br /> Inspection Report <br /> Additional miscellaneous issues were identified <br /> during the inspection. Copies of the NPDES <br /> permit and Air Pollution Control District operation <br /> permit were not present on-site during the <br /> inspection. Three empty 55-gallon drums and <br /> waste sample tubing are stored within the <br /> treatment compound. Water leakage from the base <br /> of the air stripper was observed; however, the <br /> source of the leak could not be identified. The <br /> emergency eyewash station was empty and non- <br /> functional_ <br /> Non-operational eye wash station. <br /> INSPECTION OF RECEIVING WATERS: <br /> I inspected the receiving water sample locations, R I and R2. I was unable to determine the exact <br /> location where the Discharger collects receiving water samples; however, determined the approximate <br /> locations from description and map within the Order. The upstream receiving water location (R1) was <br /> turbid with limited algal growth. The turbidity at this sample location made it difficult to discern <br /> bottom deposits or life forms. The downstream receiving water location R2 was fairly clear, and <br /> supported filamentous algae, water insects, and freshwater invertebrates. An otter was observed <br /> approximately 200 feet downstream from the discharge outfall. The flow at R2 appears to be <br /> approximately twice that observed at R1. _ <br /> $111 t <br /> Upstream receiving water sample location R1, located Downstream receiving water sample location R2, <br /> roughly 100 feet upstream from discharge point. There located roughly 1000 feet downstream from point of <br /> is minimal flow and high turbidity noted with this water. discharge.
