(CASE NO.2209) <br /> We have reviewed the First Quarter 2000 Environmental Monitoring Report submitted on 21 April <br /> 2000 for the Forward Landfill. The enclosed Monitoring Report Compliance Checklists summarizes our <br /> comments on the report. The report is complete. <br /> Corrective actions were implemented at WMU A in response to releases from the waste management <br /> unit. The facility remains in corrective action proof monitoring at this time. The discharger's consultant <br /> believes that intermittent, low level VOC concentrations are due to landfill gas. Low-level inorganic <br /> concentrations greater than background explained as the result of changing conditions in groundwater. <br /> In the Corrective Action Proof period Report dated 1997, the discharger has proposed new background <br /> concentration limits for selected inorganic parameters. The frequency and magnitude of VOC and <br /> inorganic chemical concentrations greater than background is decreasing over time and there is no <br /> evidence of a new release. <br /> If you have any questions please call me at (916) 255-3814. <br /> Ross D.
