The report presents design drawings, engineering calculations, specifications, clay <br /> acceptance program and construction quality assurance procedures for construction of a new waste <br /> management unit (WMU) D-01. The report addresses the following issues: <br /> 1. Design of landfill base and final grade, composite liner, and leachate collection and removal <br /> system; <br /> 2. The WMU is designed to control inundation, washout, erosion, and slope failure resulting from <br /> flooding caused by a 24-hour, 1,000 year storm; <br /> 3. Seismic hazard analysis that indicate that the Forward Landfill site is not located within 200 feet <br /> of a Holocene fault and complies with the regulatory provisions regarding active faults; and <br /> 4. Slope stability calculations to demonstrate that the design will withstand the Maximum Credible <br /> Earthquake without damaging the liner or the leachate or surface drainage control systems. <br /> The landfill design includes a base liner and an interface and side slope line. The base liner system is <br /> composed of a 2-foot thick clay laver(conductivity< 10'cm/sec), overlain with a 60-mil thick,high- <br /> density polyethylene (HDPE) geomembrane. The base lining system complies with the Title 27 <br /> California Code of Regulations (CCR). The interface and side slope liner will consists of a Geosyenthic <br /> Clay Liner(GCL) overlain with a 60-mil thick, single sided textured HDPE geomembrane. The <br /> interface and side slope liner is an engineered alternative that complies with the facilities waste <br /> discharge requirements and that has been previously approved and used at other WMUs at Forward <br /> Landfill. <br /> Board staff has identified the following design issue that should be addressed prior to construction: <br /> Temporary leachate collection sumps for WMUs D-97, -98, -99 and—00 will be removed and <br /> leachate from these WMUs will be diverted under WMU D-01 and routed to two permanent <br /> sumps. The design calls for suction lysimeters to monitor the vadose zone beneath each <br /> permanent sump. Suction lysimeters have a high incident of operational failure at Forward <br /> California Environmental Protection Agency <br /> Recycled Paper <br /> The energy challenge facing California is real.
