Board staff requests that Forward Inc. either redesign the <br /> permanent sumps to incorporate reliable pan lysimeters or demonstrate that suction lysimeters <br /> can reliability monitor the vadose zone at these locations. <br /> Additionally the following issues should be addressed in the final CQA report: <br /> 1. The maximum refuse height and slope for WMU D-00 should be re-evaluated based on actual <br /> CQA direct shear test results. <br /> 2. The dynamic stability calculations should be re-evaluated following construction using actual <br /> material properties. <br /> Other than the lysimeters,we find that the design plans and specifications comply with Title 27 CCR <br /> and the facility's waste discharge requirements.
