(CASE N0. 2209) <br /> We have reviewed the 1999 Fourth Quarter and Annual Monitoring Report submitted on 31 January <br /> 2000 for the Forward Landfill. The enclosed Monitoring Report Compliance Checklists summarizes our <br /> comments on the report. Item number 2.h., results of Forth Quarter leachate sampling are missing. In <br /> the text of the report your consultant recognizes the oversight and promises to attach results of leachate <br /> samples collected in January to the First Quarter 2000 Monitoring Report. Future monitoring reports <br /> should also address the noted deficiency. <br /> This facility has a history of intermittent, low level, VOC and inorganic hits. In 1995, corrective actions <br /> were implemented at Waste Management Unit A to address organic and inorganic constituents in <br /> groundwater. Since the completion of corrective actions, inorganic chemical concentrations in <br /> downgradient wells have generally trended downward or remained the same. Concentration trends in <br /> some of the side gradient wells are increasing. Organic chemical concentrations seem to vary erratically. <br /> The monitoring report suggests that organic chemical concentrations in groundwater may be impacted by <br /> landfill gas. <br /> In 1997 the Corrective Action Proof Period Report was submitted to the RWQCB and the DTSC. This <br /> report proposed a return to detection monitoring and new concentration limits for several inorganic <br /> constituents.
