The
parcels noted above and parcels 201-060-01,02 and 05 ( 265 acres) are owned by the City of
Stockton . Together they form a 401 acre island of City owned land.
The City is in the process of marketing all of this land to a private solid waste management firm.
When transferred to private ownership, the landfill will revert to the County's jurisdiction
because it will no longer fulfill the legal requirement of City ownership or of use for public
purposes. Private ownership and expansion of the landfill operation will trigger the following
County entitlements: A General Plan Amendment, a Zone Reclassification, a Use Permit and and
Environmental Impact Report (EIR). Under County jurisdiction the zoning would become AG-
40 and the General Plan designation would be General Agriculture (A/G).
On February 29,2000 the Board of Supervisors adopted a Motion of Intent to approve General
Plan Amendment GP-99-0007, Zone Reclassification ZR-99-0006, Use Permit UP-99-0017 and
ER-99-0002. These items will be included in the second general plan cycle for final approval on
May 9, 2000. A Use Permit (UP-00-0007) and Supplemental EIR, for a 157 acre expansion is
also pending. The additional acreage lies immediately to the south of the existing landfill.
If the entitlements for the underlying project (privatization and expansion of the landfill) are
approved by the County, then the implementing actions, such as this reorganization request, are
also considered to be consistent with General Plan policies.
\\Comm dev\users\TERRY\Lafc 8-00,Landfill.doc
F-1
