HAZELTON AVENUE 0 STOCKTON, CALIFORNIA 95205 C TELEPHONE 209.468.3198 <br /> EXECUTIVE OFFICER'S REPORT <br /> PROJECT: STOCKTON LANDFILL REORGANIZATION (LAFC 08-00) <br /> PROPOSAL: To annex 250 acres to the Manteca-Lathrop Rural Fire District, with <br /> concurrent detachments from the Collegeville Fire Protection District <br /> and the Montezuma Fire Protection District <br /> APPLICANT: City of Stockton <br /> LOCATION: West side of Austin Road approximately 1.3 miles south of Arch <br /> Road, southeast of Stockton (Refer to Exhibit A: Vicinity Map) <br /> PROPOSAL <br /> The Stockton Sanitary Landfill is presently a non-contiguous annexed area within the City of <br /> Stockton. The City is selling the landfill to a private owner, Forward, Inc., whereupon this <br /> territory will automatically detach from the City. Fire protection to the site is presently the <br /> responsibility of the City of Stockton, but will revert to the three adjacent Rural Fire Districts <br /> upon detachment from the City. (Refer to Exhibit A: Vicinity Map) The three fire districts <br /> involved are Manteca-Lathrop, Montezuma , and Collegeville. <br /> As a condition of approval for the Landfill's Use Permit under County jurisdiction, a Justification <br /> of Proposal was filed by the City of Stockton to initiate the fire district reorganization. (Refer to <br /> Exhibit B) Refer also to the referral response from the County Planning Division in Exhibit F. <br /> ANALYSIS <br /> Planning Issues <br /> In the past, as :additional territory was annexed to the Landfill (and hence to the City of <br /> Stockton), the annexed territory was detached from the adjacent rural fire protection district (or <br /> districts). (Refer to Figure C: Existing Fire Protection Areas) In addition, during a <br /> reorganization in 1962, an area west of the landfill site was not detached from the Collegeville <br /> Fire Protection district.
