Logical Boundaries <br /> At the present time, the Manteca-Lathrop Rural Fire District provides fire protection to the <br /> existing Forward, Inc. landfill immediately south of the City landfill. Response time from the <br /> District station on Austin Road at Lathrop Road is approximately 8 minutes. <br /> The Collegeville Fire District has indicated that they do not have the capability to provide service <br /> to the landfill. (John Demichelis, Collegeville Fire District; personal communication). The <br /> Montezuma Fire District would have a longer response time than the Manteca-Lathrop Fire <br /> District. At this time, it appears logical to include all of the landfill activities (including the current <br /> Forward landfill within the Manteca-Lathrop Fire District. This approach is acceptable to the fire <br /> chiefs from each affected district. <br /> Exhibit E details the proposed reorganization and includes: <br /> 1. Annexation of 250 acres to the Manteca-Lathrop Fire District; <br /> 2. Detachment of 93.2 acres from the Montezuma Fire District; <br /> 3. Detachment of 94.3 acres from the Collegeville Fire District; and <br /> 4. Formal detachment of 62.6 acres from the Collegeville Fire District bypassed in 1962. <br /> Environmental Review <br /> The reorganization proposal qualifies for a Categorical Exemption under Class 19 of the CEQA <br /> Guidelines (Annexations of Existing Facilities). <br /> Application Referrals <br /> The annexation proposal was distributed to local and affected agencies for their review and <br /> input.. Responses received are included as Exhibit F. <br /> CONCLUSION <br /> The proposal provides for logical boundaries to insure adequate fire protection services to the <br /> area, and will allow the respective fire districts to better plan for fire protection and emergency <br /> medical responses within their district boundaries. <br /> RECOMMENDATION <br /> It is the Executive Officer's recommendation that the Commission make the following <br /> determinations: <br /> 1. Find that the proposal is Categorically Exempt under Class 19 of the CEQA Guidelines; <br /> 2. Approve the Reorganization as depicted in Exhibit E; <br /> 3. Authorize the County Surveyor to prepare the necessary maps and property descriptions <br /> consistent with Exhibit E; <br /> LAFC 08-00 Page 2 of 10 <br />
