(PES), for the Paradise Point
Marina, located at 8095 Rio Blanco Road in Stockton (Site). PES prepared the
Response Letter to address Central Valley Water Board staff comments on the 2 July
2020 Sensitive Receptor Survey (SRS), provided in a letter to Stockton Westlake
Marina LLC and Peloria Paradise Point LLC (collectively, the Responsible Parties)
dated 20 July 2020. The Response Letter proposes additional Site investigation
activities intended to supplement those presented in the 16 July 2020 LNAPL
Composition and Assessment Report and Delineation Work Plan (Work Plan). The SRS
was prepared and submitted by PES on behalf of the Responsible Parties in fulfillment
of Required Action Number 2 of Cleanup and Abatement Order R5-2020-0701 (CAO).
Central Valley Water Board staff comments on the Response Letter and Site
investigation activities proposed therein follow.
1985 Well
In the Response Letter, PES provides additional information on the well identified in the
SRS as the "1985 Well," reportedly located approximately 1,200 feet north of the
petroleum hydrocarbon release area at the Site. Because PES could not visually locate
the 1985 Well in the field, they propose performing a geophysical survey, using ground-
penetrating radar (GPR), in the vicinity of the reported, approximate location. Central
Valley Water Board staff concurs with the proposed GPR survey to locate, and verify
the existence of, the 1985 Well. If the 1985 Well is located and accessible, a water
sample should be collected from this supply well to evaluate for potential petroleum
hydrocarbon impacts to groundwater in this area of the Site.
KARL E.
