Phase II ESA – Work Plan
206 N. Sutter Street
Stockton, San Joaquin County, California
Page 2

investigation will be placed in a 55-gallon drum or lidded plastic bucket, sealed, labeled, and left on-site
pending laboratory analyses for disposal characterization. All borings will be backfilled with neat cement
grout pursuant to EHD guidelines.

4.0 FIELD PROCEDURES
4.1 SITE PREPARATION
Condor will obtain the necessary drilling permits from EHD prior to scheduling field activities with the
sub-contractors and notifying Underground Services Alert (USA).

The proposed boring locations will be marked with white paint and Underground Service Alert (USA)
will be notified at least 48 hours in advance of the fieldwork to locate and identify underground utilities in
and near the work area. In addition, a private utility locator will be contracted to scan and identify
potential subsurface piping and other anomalies, such as any remaining USTs using a ground penetrating
radar (GPR).

Prior to initiating fieldwork at the Site, all field personnel will familiarize themselves with the Site-
Specific Health and Safety Plan (HASP) and a tailgate safety meeting will be held prior to
commencement of fieldwork on location. The HASP pertains to field activities and includes information
on potential hazards expected to be encountered at the Site, personal protective equipment, and directions
to and telephone numbers for the nearest hospital. A copy of the HASP is included in Appendix C.

4.2 SOIL SAMPLING METHODOLOGY
Continuous Core sampling will be conducted and will involve acetate sleeves advanced into the soil in 5-
foot intervals. Each interval will be logged in general compliance with the unified soil classification
system (UCSC). Soil samples will be collected for laboratory submittal at 10 feet intervals. Groundwater
samples will be collected by advancing to the desired sampling depth and placing temporary casing (3/4”
PVC tubing) in the borehole and utilizing a peristaltic pump to extract a sample.

Each soil sample retained for laboratory analyses will be capped at each end with Teflon sheeting and
plastic end caps. Appropriate laboratory supplied containers (such as VOA vials and amber glass jars)
will be utilized to collect all groundwater samples. Soil and groundwater samples will be labeled, placed
in chilled coolers, and transported under chain-of-custody procedures to McCampbell Analytical Inc.
(ELAP# 1644) in Pittsburg, California for analysis.

5.0 LABORATORY ANALYSES
Soil and groundwater samples from the borings will be analyzed for volatile organic compounds (VOCs),
including benzene, toluene, ethyl benzene, and total xylenes (BTEX), oxygenated fuel additives, and total
range petroleum hydrocarbons (TPH) by EPA Method 8015m. Laboratory detection limits will be
sufficient for comparison to regulatory thresholds. A 10-day laboratory turnaround time will be requested.

6.0 REPORTING
Condor will evaluate the laboratory analytical results, qualify the data, and compare results to regulatory
screening thresholds. Condor will prepare a report detailing the investigation including detailed geologic
logs, laboratory analytical results, and conclusions/recommendations. The deliverables will include one
electronic copy of the report and up to three hard copies, if requested. Additional hard copies can be
included for additional fees if requested.
