SCOPE OF WORK <br /> This section details the proposed scope of work for the SVE and ISCO activities, including pre- <br /> field activities, field implementation,waste management, and performance monitoring. <br /> 4.1 Pre-Field Activities <br /> 4.1.1 Health and Safety <br /> The Site Health and Safety Plan (HASP) will be updated to include Site-specific task hazard <br /> analyses (THAs) that address SVE well installation, operation of SVE pilot test equipment, and <br /> soil vapor sampling. The existing HASP already covers ISCO injection activities and will be <br /> updated to reflect any activities specific to the proposed scope. The HASP and THAs will ensure <br /> that safe work practices are followed and minimize the possible hazards to health and the <br /> environment resulting from the proposed scope of work. All hazards will be identified, and <br /> controls developed, and communicated to all field personnel prior to executing the field work. <br /> At the start of each workday,a meeting will be conducted onsite with all field personnel, including <br /> Geosyntec staff, subcontractors, regulatory agents, and client staff. The meeting will include <br /> discussions of the overall scope of work, specific tasks for the day, potential hazards that could be <br /> encountered, required personal protective equipment, and controls to be implemented. If any <br /> aspect of the scope of work changes, or if new field staff are brought onsite, work will stop and <br /> another meeting will be conducted to ensure the health and safety requirements are communicated <br /> to all onsite personnel. <br /> 4.1.2 Permitting <br /> Boring permits will be obtained from San Joaquin County Environmental Health Department <br /> (SJCEHD) for the installation of the two SVE wells proposed in this Work Plan. Boring permits <br /> will also be obtained in advance of the proposed ISCO activities,pending determination that ISCO <br /> is required. <br /> As described previously, the pilot test will be exempt from air permitting requirements with <br /> CVAPCD because of the five-day limit. If results of soil vapor sampling confirm the need for <br /> additional SVE operation, a CVAPCD air permit will be obtained. No other permits are required <br /> to conduct the pilot test and subsequent sampling. <br /> 4.1.3 Utilities <br /> Prior to the installation of the new SVE wells, a third-party utility locator will be contracted to <br /> investigate and mark the locations of any possible underground utilities in the vicinity of the <br /> drilling locations. Additionally, Underground Service Alert (USA North) will be notified at least <br /> 72 hours before the start of drilling. USA North will notify all utility owners of record in the <br /> immediate area and they, or their designated agents, are expected to clearly mark the position of <br /> their utilities on the ground surface. Drilling work will not commence until all utility owners have <br /> marked their lines or indicated that the area is clear of their utilities. If the original well locations <br /> cross any marked lines,the locations will be adjusted in the field.This utility information will also <br /> be used in the event ISCO injections are performed, assuming no other utility installation occurs <br /> in the area. <br /> Northern Parking Lot Remedial Plan 6 August 6,2021 <br />
