S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNT <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NLPI Carquest Escalon 1730 JACKSON AVE, ESCALON October 17, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br /> on-site. The following used metal oil or fuel filter containers were on-site: <br /> -One black 55 gallon drum on the south side of the storage area was observed with used oil filters without an <br /> accumulation start date and open. <br /> -Three black 55 gallon drums in front of the 1000 gallon used oil tank was observed without an accumulation start <br /> date and open. <br /> -One oil filter drained container in front of the 1000 gallon used oil tank was observed with incomplete labeling and <br /> opened container. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately drain all metal oil and fuel filters of free-flowing liquid, store them in closed, <br /> rainproof containers. Label the container with the words"drained used oil filters"or"used gasoline filters", <br /> depending on the contents. Mark the container with an accumulation start date. Dispose of all used filters stored <br /> on-site greater than one year. Used filters not stored, handled and disposed of according to this section are <br /> regulated as hazardous waste. Provide a corrective action statement, disposal records and supporting <br /> documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 16, 2022 . <br /> Wastes generated by this facility: <br /> - Used oil <br /> - Used oil filters <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at the EHD hourly <br /> rate ($156).
